The accrual of Employee Benefits is an accrual the same as any other accrual. It's a journal entry not a cash payment.
The only cash payments are when some-one retires or resigns.
If you treat the Employee Benefits in the same way as the movements in other receivables and payables, you should end up with the correct amount of movement in your Operating Cash Flows

Recently we got actuarial valuation report (BAS 19) from consultants based in India. However, as per the report the valuation is done at an assumption rate of return at 8.5% p.a. which we believe is too high since none of the financial institution in Bhutan would offer the rate.

Assuming if we have to consider their valuation in our books of accounts, the actuarial loss or gain has impact on statement of cash flow since notional figure.

Interested Readers may kindly provide the suggestion along with accounting treatment in books of accounts which will have no impact on cash flow statement.
